Income Qualified Assistance Programs

Programs Provided by Lowell Light & Power

While all the rebate programs are available to any residential customer, we also offer additional support for income-qualified customers.

LOWELL ENERGY OUTREACH

As mandated by Michigan’s Public Act 95 of 2013, MCL 460.9t as amended, Lowell Light & Power established the Lowell Energy Outreach (LEO) program to help income-qualified residential customers with electric and heating bill assistance.

Eligibility Requirements
  • Must reside within LL&P’s service area and show your LL&P bill to apply for assistance
  • Household income must be at or below 60% of the State Median Income

Program Features
  • This program is offered instead of collecting the low-income energy assistance factor (LIEAF) determined by the state
  • All funds stay local
  • Minimizes bill impact, being less than the state-mandated charge

A PLUS

A PLUS is a program that Lowell Light & Power developed in 2010 with Flat River Outreach Ministries (FROM) to assist our customers with utility bill payments during the occasional financial crisis that many of us experience during the normal course of life.

How to Apply

To prevent disruption of utility services or the accumulation of fees, customers may apply for assistance from the A PLUS Fund by calling FROM at 616-897-8260 ext. 125.

Lowell Light & Power offers rebate programs to help income qualified customers reduce their energy use and save money for making energy efficiency upgrades:

FREE ENERGY SAVING KIT

Qualified customers can obtain a FREE Energy Saving Kit from our office. Please email [email protected] or call 616-421-2514 to see if you qualify. Customers may also obtain a FREE Energy Saving Kit from Flat River Outreach Ministries.
