As mandated by Michigan’s Public Act 95 of 2013, MCL 460.9t as amended, Lowell Light & Power established the Lowell Energy Outreach (LEO) program on October 1, 2025, to help income-qualified residential customers with electric and heating bill assistance.
Eligibility Requirements
- Must reside within LL&P’s service area and show your LL&P bill to apply for assistance
- Household income must be at or below 60% of the State Median Income

Program Features
- The LEO program is offered instead of collecting the low-income energy assistance factor (LIEAF) determined by the state
- All funds stay local
